Scientific and practical online conference "The principle of unity of Public Power and its implementation in the conditions of ordinary and emergency management regimes" (16.12.2020)
December 16, 2020 representatives of the Institute of Legislation and Comparative Law under the Government of the Russian Federation, Moscow State Law Academy (MSLA), the Peoples' Friendship University of Russia (RUDN), and Samara National Research University participated in the Center for Research on Problems of Territorial Administration and Self-Government of Moscow Region State University, as well as bodies and organizations of inter-municipal cooperation, a scientific and practical online conference "The principle of Unity of Public Power and its implementation in the conditions of normal and emergency management regimes" was held.
The participants of the conference were presented with the annual scientific report of the Center for Research on Territorial Administration and Self-Government of MRSU. As part of the discussion on it, the constitutional amendments of 2020 and possible ways of their practical implementation were discussed, as well as the problems of improving the activities of public authorities in the context of the new coronavirus pandemic and other manifestations of the coronavirus crisis. Permanent Representative of the Governor of the Moscow Region in the Moscow Regional Duma A.A. Gorbylev, in his introduction to the report, noted the special importance of proper legal justification and information coverage of management decisions taken in this area.
In the report of the director of the Center for Research of Problems of Territorial Administration and Self-Government of MRSU, V.V. Balytnikov, it was noted that the pandemic not only revealed the unpreparedness of humanity for the threats typical of its history, but also destroyed the outwardly cozy, but in fact unreal, living environment of the population of most countries of the world. The countries that successfully resisted the pandemic were those that quickly managed to ensure good coordination of all levels of government, a unified policy at all levels of government, and in particular – proper information of citizens and the organization of their lives and activities, based on the education of members of society as conscious and responsible citizens. The system of this kind of civic education should be recreated in our country, and with the use of the most modern technologies.
Head of the Department of Municipal Law of RUDN Law Institute, Acting Head of the Department of Constitutional and Municipal Law of MRSU, Professor L.T. Chikhladze, in his speech stressed the importance of correct interpretation of the provisions on the entry of local self-government bodies into a single system of public power and the need to ensure a balance of all its branches and levels.
Professor V.V. Komarova, Head of the Department of Constitutional and Municipal Law of Moscow State Law University, devoted her speech to the topic of modifying the territorial limits of the exercise of public power in modern Russia.
The head of the Department of State and Administrative Law of the Samara National Research University, Professor V.V. Polyansky, drew attention to the need for creative understanding and solving the main tasks of public power in a high-alert mode, noting that the education of citizens from an ideological point of view should be aimed at their adaptation to the realities of the modern world (currently in a situation of global instability).
In the speeches of other scientists and specialists, the problems of theory and practice related to:
- separation of the subjects of competence and powers of federal, regional and local authorities;
- finding the optimal model of the structure of power and the implementation of its functions in the interests of the population;
- development of anti-crisis measures and possible ways to minimize the negative consequences of the Covid-19 pandemic.
According to the general opinion, the pandemic, requiring close cooperation of all levels of government at the same time revealed the need to take into account regional specifics when making legal decisions aimed at protecting the life and health of citizens.
Based on the results of the scientific discussion, recommendations will be prepared to improve the legal framework for the interrelated work of federal, regional and local authorities.
